An effort by industrialized nations to bring China aboard their quest to address excess steel production capacity worldwide has failed, as a meeting on Monday ended without any meaningful announcement.
More than 30 countries and regions sent high-ranking government officials to the "high-level meeting" set up by the Organization for Economic Cooperation and Development and the Belgian government. Their goal was to establish a collaborative framework toward reducing overcapacity in the global steel industry. Participants went into the meeting expecting it to yield a joint communique.
According to the OECD, the world's excess steel capacity came to more than 700 million tons, or more than 30% of total global capacity, in 2015. About 430 million tons, or roughly 60%, of the excess capacity was attributable to China, according to the American Iron and Steel Institute.
